6. With regard to the retrospective introduction of improved scales with effect from the 1st January, 1947, for which the petitioners ask, I consider that the salaries revision carried out as a result of the Salaries Commission Report should now be regarded as fully effective and that as a consequence the revised scales which I have suggested above should be introduced from a current date. I also consider that it would be appropriate if the petitioners benefitted to the extent that all Health Inspectors Grade I should be placed in the revised salary scale at the point which they would have reached assuming normal progress and half actual length of service, except where this would result in a reduction of salary in which case salary should be unchanged; no change should be made in the salaries of Senior Health Inspectors.
7. I should be grateful for your comments on the above proposals before I reply to the petitioners.
